Trouble with my touchpad. Help!

Question

I restarted my pc(dell inspiron 9300) yesterday, it was fine, but my touchpad 'schroll' can I not use. I cant go up and down on websites and things like that. So i wonder what I have to download ore do, to be able to use it(schroll)?   Please answer:)
