Dell Assisstant.exe error message directory not found

Why does the Dell Migrate software that Dell makes you buy to move files from you old computer to your new computer give you a server error message 404 File Directory Not Found when you try to download the Dell Assistant onto your old computer?  Is this just Dell's way of ripping off customers by forcing them to buy the Dell Migrate software that you can't actually use and cannot get any technical or customer support for?
