@gary125 I believe you have purchased Dell Data migrate service.
No this can not be done by yourself without 2 monitors. The app requires a few clicks from both machines. You will need help from Dell technical support.
Call them and
- Connect monitor with old computer and give than remote access
- Now connect monitor to new computer and give them remote access.
- Dell tech now can see both screens and would be able to initiate data migration, you on the other hand can see only the new one and ensure that all files are migrated.

Will it move programs along with the files/settings?

NO it won't move Programs.
It only migrated files browser bookmarks and settings
Tech support will help in installing application on the new machine.
