Have you already tried resetting your mobile phone? I guess this type of problem can only be answered by a hard reset.

I have had this for a month or so and had support on the phone for a hours, and had my streak replaced under warranty 2-4x only for the problem to return. They have offered to ship me a o2 locked (with o2 software which I know fixes the ability to use email off the phone). This would lock my phone to o2 which altho it was bought on o2, isn't how my phone arrived.
The solutions provided was quickly drag the home screen to your bin before it crashes. OR install Go Launcher (which is very good) but not the point.
I however found the glitch is a conflict between Dell's factory software build 15274 or something like that and google play store (only 2 changes).
If you back up your phone, perform a factory restore, then goto the settings, privacy and do a data reset the phone will function normally for a few days. Simply remove the home tab from the stage, and it won't happen again. Or do this and install Go Launcher which is free.
I did however come up with another idea on the phone like 10 min ago with the tech support supervisor about using the "update.pkg" option on the factory restore menu.
I found a package on the internet for Version 360 build 17397 which uses the same region 00 as the current 15274 factory build. I downloaded the 192mb package copied it to my SD card, then renamed it update.pkg and restarted the phone holding the up and down volume.
I chose option 2, waited 15 minutes for it to verify the package, install and restart, its now got the newer software, and no crashes for an hour :)
This may or may not help you :)
