According to Dell though, because this isn't the 3G version, it doesn't actually have GPS but rather uses wifi signal to calculate position. That doesn't make sense since a. the box says it has GPS and b. there's a use GPS box to check.
Count yourself lucky to have it. I have used my Streak 7 as a GPS on several short trips and it has worked flawlessly, plus you can't beat the 7 inch screen. I used the Google Navigation app, if you don't have, get it. Its free, and it download Google maps and cached it so you don't have to have a constant internet connection. It will redirect you if you deviate from your course, but it has its limit because it is not connected to the internet. If you are using a navigation program, then the GPS will stay locked.
I'll try again in the morning. I appear to get the lock in my house or sitting on the front porch but as soon as I start driving away it's lost. I had been thinking about getting an external bluetooth receiver but if I can get this working I'll be much happier.

The Streak was won at a hospital charity event and therefore the name attached to the serial number is not mine and I have no idea whose name it is.
i would say NO dont get a external bluetooth receiver it will most likeley be no better than the one in your device as that will also be more than likeley non assisted also..my 3g streak often takes a while to obtain a fix i think the weather and your vechiles shell can reduce the satellites lock.,i have some utility named GPS test from the android market ,it shows lots of gps info but indoors unless im using wifi itll take forever to get a good fix..same often applies to my nokia n8 indoors the fix take ages yet nip outdoors it locks fast

Who ever told you that is wrong! The wifi edition does have a GPS receiver. Are you having trouble getting a lock? If so, read this post, it works for me everytime: streakblog.blogspot.com/.../tips-how-to-get-quick-gps-lock.html
