Venue 8 Pro - Windows 8.1 On-Screen Keyboard shows comma in numeric layout
Even changing my regional settings to use the full stop "." I still get the comma in the numeric layout of the On-Screen Keyboard. Changed the location/region to South Africa as well, still not helping.
That is an oddity. All I can say is what you already stated, change the keyboard region but also delete that the ones already installed so there is no conflict. Before you do that press and hold (or swipe up) that key to see if you have the secondary character as a full stop. The secondary character for a full stop is a comma so maybe they just switched places. Good luck.

I have 2 languages installed on mine (English and German) English shows dot and German comma.
I would suggest removing other languages you might have installed or remove English and reinstall as mentioned before. Maybe the system is mixed up.

That worked like a charm!
I removed all the other pre-loaded languages, and now I get the "."
