Yesterday, I had been using my tablet while docked for most of the day. When I got home I plugged in the power supply to charge the unit and both charging indicators were lit.
I assume (after reading some more about the way the battery use is divided up) that previously the dock may have been charged while the tablet was not and therefore the charging indicator was lit on the tablet but not on the keyboard.

I think I'm able to answer my own question!

Is your keyboard dock fully charged? If at 100%, the LED goes off.
