I have a similar issue, I fill out the form and get an email saying I accepted an agreeement but instead of downloading I get Invalid Access on the page.

Like another thread in the forums here I managed to download Unity 5.1.0.0 but that doen't accept the xml license from the license tool, I tried to rename the file as suggested in that thread but it won't accept that (The specified license file is invalid. (Error Code:0x2800120))
