Hey there Todd,
Two quick points:
1. ESXi has not web GUI. Only Remote CLI.
Otherwise you'd use Virtual Center

2. As or the licensing, here's a link to the SMB Acceration kits that customer can buy from Dell...

So you caught me on this one. You are correct there isn't a web management console. You use the Virtual Infrastructure Client directed specifically to the ESXi server. You can also use the Remote CLI.

If you point your browser at an ESXi server you will get a web page that directs you to download the infrastructure client. So there is something - but it is NOT a management tool.
