I had the exact same problem. I solved some of it by opening control panel (just keep trying to open it, it will at some point) -administrive tools -log. Here I could see that browseui.dll was missing. I then downloaded firefox via another pc, searched for browseui.dll, found it, downloaded it and installed it on the problem-pc. And then I could once again use windows explorer, my computer etc.

Now, I'm trying to find out whether or not I should reinstall my OS.

Thanks for your responses.  Actually, I contacted Microsoft and they were extremely helpful in solving the problem.  I had some huge spyware problems.  Hopefully, they are successfully remedied.    I used Adware and Spybot as well as a tool removal.
