CouponBar and Start Up problems

I have a problem with my internet security. Every time I run the scan it comes up with a PUP that is unremovable called something like "CouponBar". Any advice on how to remove?

Also, I am unable to start my compute with the internet plugged in without the computer taking 10-15 minutes to start up (screen will freeze on loaded desktop, I cannot click on anything with mouse). If I unplug the internet, though, the computer boots immediatley.

 Any suggestions would be wonderful.
