cswGina.dll error message won't let me access computer settings

I am not able to open any programs/files involving the desktop settings, screen savers, or logon/logoff options.  When I explore the problem, I get the following error message: 
"A recently installed program has disabled the Welcome screen and Fast User Switching.  To restore these features, you must uninstall the program.  The following file name might help you identify the program that made the change: cswGina.dll"
 
I've tried to delete the program "cswGina.dll" but it says I do not have access or the priviledges to do so.  If I go into "uninstall programs" the program "cswGina.dll" is not an option to uninstall.  I have both Ad-aware and Spybot with XP system.
 
Any help is appreciated.

Thanks.  I just tried this and still, no change.  I still cannot access the "display" feature in the control panel.

Error Message   A recently installed program has disabled the Welcome screen and Fast User Switching. To restore these features, you must uninstall the program. The following file name might help you identify the program that made the change: cswGina.dll. (Windows XP only)

Explanation   LEAP was selected during ACU installation on a Windows XP computer; then the Change the way users log on or off option was selected under Windows XP's User Accounts.

Recommended Action   If LEAP is selected during ACU installation, you cannot use Windows XP's fast user switching feature. If you want to use fast user switching and do not want to use LEAP, you must run the ACU installation program again, select Modify, and deselect LEAP.

Assorted things you could try for file deletions:

Security task manager  http://www.neuber.com/taskmanager/

moveonboot or killbox

Run a hijackthis log and look for restriction items in O5,O6, or O7 lines  -- make repairs as appropriate.

When deleting stuff, remember to maintain appropriate file and registry backups to allow recovery in case anything goes wrong.
