Update and run Search&Destroy (SpyBot). It should find the Spy Sheriff and others. When it's done fix all it finds.
Then open Control Panel and click on Display, click Desktop and reset your Wallpaper (Background), click Apply then OK.
Then on Desktop right click and place the mouse pointer on" Arrange Icons by" then click Show desktop Icons.
Yes a Clean install of Windows will get rid of it but it will wipe out all Data and settings, so backup all your STUFF.
