Free Spyware Scam

My desktop backgraound has been replaced by a bogus spyware ad.  It says that I have been visiting sites and that the FBI is watching and tracking my moves.  It then says that I can remove the spyware for free by downloading the tool, but when I do, It then wants to charge me twenty dollars to remove the viruses.  I ran McAfee but it did not detect anything.  Is there any way to get rid of this with out having to pay the twenty bucks.

Go to the High Jack This forum, follow the instructions about how to download and run the HJT scan. There are also links available there and in some of the responders posts that will direct you to various legitimate spyware removal products.

It's possible that you can just remove the software,
* Restart the computer
* At the first beep (older systems) or on the blue Dell screen (new systems), tap the F8 key (do not hold it down)
* At some point, the Advanced Options menu will appear
* Scroll to and select Safe Mode [Press the Enter Key]
* Select the first or only operating system [Press the Enter Key]

Open the Control Panel- Add/Remove Programs Component. Tell us everything that is listed.
