Have I been attacked ?

Hello, my laptop has suddenly stopped getting access to a site I frequent. I can't even get a ping or tracert and the page itself, always returns page cannot be found. I was also unable to raise the site from a local internet cafe on my laptop. I have tried most fixes, clearing cookies,history etc without success and have antivirus and firewall installed. If I do an fdsik and reinstall XP is that likely to clear it?  Any suggestions welcome.

It just says local host. It has also created a log file with various files locations listed but I canot see any web page addresses??

Yes I have been on the site until about three weeks ago. It got slow and then failed to connect alltogether. I can get the site at a local Internet cafe not far from me on their computers, but when I connected my computer to their connection I could not get the site. I got all the other sites I normally use, BBC etc.
I do know that the site has been sold to someone in the USA and in my attempts to sort the problem out, have contacted them about my problem and they are addament that as far as they are concerned the site is working normally, but my internet provider has deteced that the signal was slow coming out of New Jersey USA. I am using I.E. 6 and when I could get the site, it came up normally everytime it was requested.

I also had another site I use start to go slow at about the same time but I managed to get onto it and Login and it went back to normal and is still O.K. so I am a bit suspicious that it was a virus/spyware/malware attack. Everything else on my laptop is normal.
