Get
 
 
before you do anything.  It can be used to restore your connection if removing something keeps you from the internet.  Note that you can also use use HijackThis's backups to backout all changes.
 
Boot into Safe Mode (F8) and select the Safe Mode option that does not use Networking then run a HijackThis scan and check the following then press Fix Checked:

Then boot into normal mode and run a scan and post it as a reply.
 
You should also uninstall Webhancer.  See:

You can probably get rid of it with killbox.exe if HijackThis can't touch it.:
 
 
Save the program to your desktop then run it:  In the box where it says Full Path of File to Delete, type or paste:
C:\WINDOWS\SYSTEM\thn32.dll
 
Then check Delete on Reboot and Unregister .dll before Delete and press the Red Button.  Agree that you want to delete the file and let it reboot.
 
You really ought to uninstall WebHancer and Kazaa (Full of spyware) using the Control Panel, Add/Remove Programs.

Alright ive done everything you've said but I am still getting a blue background with
A fatal error in IE has occured at 0028:C0011E36 in VXD VMM(01) + 00010E36.  Error was caused by Trojan-Spy.HTML.Smitfraud.c
*System can not function in normal mode.
Please check you security settings.
*Scan your PC with any avaliable antivirus / spyware remover program to fix the problem.
When I try to run Spy bot I get an error that says "A required .DLL file, C:\WINDOWS\SYSTEM\WININET.DLL, was not found".  If you can tell me what to do you will be my hero.

The message is from our friend Smitfraud.c and is fairly easy to get rid of:
 
Start, Run, regedit, OK to bring up the regedit program.
find HKey_Current_User->Software ->Microsoft->Windows->CurrentVersion>policies (Hit the + sign in front of each Key as you find them. That will open up the subkeys.)
Under Policies is usually an entry named System. If you find it highlight it and press the Delete key. Then OK. Close the program and reboot.
Start, Settings, Control Panel, Display (Properties). This should bring up Display Properties/Background. Change the wallpaper to something else and Apply. You may also need to select Web and uncheck the box where it says View My Active Desktop as a web page. OK

but I don't think it works for Win98.  For one thing your System folder is c:\windows\System whereas they are talking about the newer versions of windows that use  c:\Windows\System32.  Believe the .reg file may not work either for the same reason.  But it wouldn't hurt to try.   IF it didn't run then open the file with notepad and see if you can make the changes manually.  A dash in front of an entry means to remove the entry.  A dash behind means that value should be removed in the right hand pane.  
 
You should also look to see if the files that they indicate should be removed are present on your PC and remove them.  The actual message you are seeing is usually in the file C:\wp.bmp.  Also check the three links at the bottom to see if you have any of the associated infections.
 
For the missing file the following may help:
 
  1. On the Windows taskbar, click Start > Run.
  2. Type SFC /scannow and then click OK.
