I cannot access my control panel

Question

My computer has been working fine until recently...today I wanted to change some of my settings and such but when I right clicked to go to 'properties' I got a prompt saying that this 'operation has been cancelled due to restrictions in effect on this computer. please contact your systems administrator.' What does that mean? What restrictions were placed on it (and by who?) How do I get it back? I tried to also go to my start menu but my Control Panel and Settings icons are nowhere to be found and I don't know how to retrieve them. Any help would be greatly appreciated. If looks as if you have some malware in there.
Before we begin cleaning, you can help me by doing the following:

* Have you have posted this issue on another forum? If so, please provide a link to the topic.

* If you are using any cracked software, please remove it.
Definition of cracked software:

* If you are using any P2P (file sharing) programs, please remove them before we clean your computer.
The nature of such software and the high incidence of malware in files downloaded with them is counter productive to restoring your PC to a healthy state.

* If this computer belongs to someone else, do you have authority to apply the fixes we will use?

* Have you already fixed entries using HijackThis? If so, please restore all the backups and then post another log.

* After we begin working, please print or copy all instructions to Notepad in order to assist you when carrying out procedures.
Please follow all instructions in sequence, and do not run any fixes or scanners on your own because this may cause conflicts with the tools that I am using.

* If your replies do not fit in one post while we are handling your issue, please reply to yourself until all text is submitted. It may take several posts.

I have not posted this on another forum.   I downloaded SuperAntiSpyware, I have Counterspy and I also have Norton on my machine. I do not know how to take them away without going to the control panel and then add/remove programs, however I cannot access my control panel.  Is this a problem?   I am not using any sharing files as I do not even know what they are.   This computer belongs to me.   I have not fixed anything with HijakThis.  I only did what I was told to do in the 'posting a log' instructions.   Thank you.

Super Anti-Spyware will not be a problem.

Please disable your Symantec Script Blocking from within your Norton so it does not interfere with anything during our fixes now or later. You can enable this whenever we have verified that your system is clean.
To disable Norton AntiVirus Script Blocking:
1. Start Norton AntiVirus.
If Norton AntiVirus is installed as part of Norton SystemWorks or Norton Internet Security, then start that program.
2. Click Options.
If you see a menu, click Norton AntiVirus.
3. In the left pane, click Script Blocking.
4. In the right pane, uncheck Enable Script Blocking (recommended).
5. Click OK.

1. Right-click the running icon of CounterSpy in the system tray.
2. With your mouse, hover over Active Protection Status (This should be enabled).
3. A menu will slide out and then you need to right click on "Disable Active Protection".
[After your system is fully cleaned reenable Counterspy using the same steps but this time reverse them.]

Following that, we will need to look for some files. After I review the log, we can begin cleaning.
Please download SmitfraudFix (by S!Ri) to your Desktop.

Double-click Smitfraudfix.exe
Select option #1 - Search by typing 1 and press " Enter"; a text file will appear, which lists infected files (if present).
Please copy/paste the content of that report into your next reply.

IMPORTANT: Do NOT run any other options until you are asked to do so!

Note : process.exe is detected by some antivirus programs (AntiVir, Dr.Web, Kaspersky) as a "RiskTool";
it is not a virus, but a program used to stop system processes. Antivirus programs cannot distinguish between "good" and "malicious" use of such programs, therefore they may alert the user.

Please print out these instructions, or copy them to a Notepad file for reading while in Safe Mode, because you will not be able to connect to the Internet to read from this site.

Please reboot your computer in Safe Mode by doing the following :

Restart your computer
After hearing your computer beep once during startup, but before the Windows icon appears, tap the F8 key continually;
Instead of Windows loading as normal, a menu with options should appear;
Select the first option, to run Windows in Safe Mode, then press "Enter".
Choose your usual account.

Once in Safe Mode, double-click on SmitfraudFix.exe again.
Select option #2 - Clean by typing 2 and press " Enter" to delete infected files.

You will be prompted : "Registry cleaning - Do you want to clean the registry ?"; answer "Yes" by typing Y and press "Enter" in order to remove the Desktop background and clean registry keys associated with the infection.

The tool will now check if wininet.dll is infected. You may be prompted to replace the infected file (if found); answer "Yes" by typing Y and press "Enter".

The tool may need to restart your computer to finish the cleaning process; if it doesn't, please restart anyway into normal Windows.
A text file will appear onscreen, with results from the cleaning process; please copy/paste the content of that report along with all others into your next reply along with a new HijackThis log.
The report can also be found at the root of the system drive, usually at C:\rapport.txt

Warning : Running option #2 on a non-infected computer will remove your Desktop background. You can reapply your desktop background again afterwards

Clean out your Temporary Internet files. Proceed like this:

Quit Internet Explorer and quit any instances of Windows Explorer.
Click Start, click Control Panel, and then double-click Internet Options.
On the General tab, click Delete Files under Temporary Internet Files.
In the Delete Files dialog box, tick the Delete all offline content check box , and then click OK.
On the General tab, click Delete Cookies under Temporary Internet Files, and then click OK.
Click on the Programs tab then click the Reset Web Settings button. Click Apply then OK.
Click OK.

Next Click Start, click Control Panel and then double-click Display.
Click on the Desktop tab, then click the Customize Desktop button. Click on the Web tab. Under Web Pages you should see a checked entry called Security info or something similar. If it is there, select that entry and click the Delete button. Click Ok then Apply and Ok.
Empty the Recycle Bin by right-clicking the Recycle Bin icon on your Desktop, and then clicking Empty Recycle Bin

When I went to display, customize destop and clicked on the Web tab I did not see anything checked nor did I see anything that referenced Security Info. Everything else went smoothly, I did lose my desktop background as you said I would and I got my control panel back! So thanks for that!

Let's make sure your Hosts file was reset.
Download HostsXpert

And Save it to your Desktop
Rt Click Hoster.zip->>Extract all->>Extract it to your Desktop (or your C:\ drive)
Open The Hoster folder->>Double Click HostsXpert.exe
When the program Opens Click The "Restore MS Hosts File" button in the left pane.
Then select "Restore Original Hosts" when prompted.
Close the Hoster program when complete
Note: If you were using a custom Hosts file you will need to replace any of those entries yourself.

Please launch HijackThis and place a checkmark next to this:
F2 - REG:system.ini: Shell=

Close all windows except Hijackthis and click "Fix checked".
Close Hijackthis.

Run Disk Cleanup in each user's profile:
Click "Start > Programs > Accessories > System Tools > Disk Cleanup"
Please make sure only the following are checked:
-- Downloaded Program Files
-- Temporary Internet Files
-- Recycle Bin
-- Temporary Files
Click "OK" and Disk Cleanup will delete those files for you.

Your Java is out of date. Older versions have vulnerabilities that malware can use to infect your system. It is possible that you may be running Java code in your applications that absolutely require a specific version of the JRE to run. Please follow these steps to remove older version Java components and update.

Updating Java:

Download the latest version of Java Runtime Environment (JRE) 6.
Scroll down to where it says "Java Runtime Environment (JRE) 6u3 allows end-users to run Java applications".
Click the "Download" button to the right.
Check the box that says: "Accept License Agreement".
The page will refresh.
Click on the link to download Windows Offline Installation with or without Multi-language and save to your desktop.
Close any programs you may have running - especially your web browser.
Go to Start > Control Panel double-click on Add/Remove programs and remove all older versions of Java.
Check any item with Java Runtime Environment (JRE or J2SE) in the name.
Click the Remove or Change/Remove button.
Repeat as many times as necessary to remove each of the Java versions.
Reboot your computer once all Java components are removed.
Then from your desktop double-click on jre-6u3-windows-i586-p.exe to install the newest version.

Everything looks good. You can delete SmitfraudFix + its reports and delete HostsX-pert.

Interesting that you should mention that website. I had the same thing happen the other day with that site. I was in a hurry so I did not check to see what the problem was. I simply closed IE and opened it in Firefox with no problem except I had to disable script blocking and enable Flash for that page. Try again. If you have updated flash installed, now that you have updated Java, maybe it will work. Disabling your Norton Script Blocking might help too if those steps don't work? I'm just guessing, but I'm sure it's a setting on your computer that will allow you to view the page. It's just a matter of finding what combination is needed.

After something like this it is a good idea to purge the Restore Points and start fresh.
If everything is running well....
To flush the XP System Restore Points:
(Using XP, you must be logged in as Administrator to do this.)
Go to Start>Run and type msconfig Press enter.
When msconfig opens, click the Launch System Restore Button.
On the next page, click the System Restore Settings Link on the left.
Check the box labeled Turn Off System Restore.

Reboot. Go back in and turn System Restore ON. A new Restore Point will be created.

Here is my standard list of simple steps that you can take to reduce the chance of infection in the future.

You may have already taken some of these steps, and depending on your current security, you may not need to implement all of these:
1. Visit Windows Update:
Make sure that you have all the Critical Updates recommended for your operating system and IE. The first defense against infection is a properly patched OS.

4. You might consider installing Mozilla / Firefox.

5. Do not use file sharing. Even the safest P2P file sharing programs that do not contain bundled spyware, still expose you to risks because of the very nature of the P2P file sharing process. By default, most P2P file sharing programs are configured to automatically launch at startup. They are also configured to allow other P2P users on the same network open access to a shared directory on your computer. The reason for this is simple. File sharing relies on its members giving and gaining unfettered access to computers across the P2P network. However, this practice can make you vulnerable to data and identity theft. Even if you change those risky default settings to a safer configuration, the act of downloading files from an anonymous source greatly increases your exposure to infection. That is because the files you are downloading may actually contain a disguised threat. Many very malicious worms and trojans, such as the Storm Worm, target and spread across P2P files sharing networks because of their known
vulnerabilities.

6. Before using or purchasing any Spyware/Malware protection/removal program, always check the following Rogue/Suspect Spyware Lists.

7. If you have not already done so, you might want to install CCleaner and run it in each user's profile: http://www.ccleaner.com/
** UNcheck the option to install the Yahoo toolbar that is checked by default for the Standard version, or download the toolbar-free versions (Slim or Basic) when given the option for those.

8. If you use Adobe Reader it may need to be updated to be sure that you have a more secure version. If you are using a version prior to v. 6.05, you should update to 6.05, preferably version 8.1.0 or higher.
It would be best to remove prior versions before updating to a new version.

9. Make sure you are using the most updated version of Java.

Click the link to download the Windows (Offline Installation) package: Save it, do not run it. When the download is complete, close the browser.

Remove all prior versions using Add/Remove Programs, and delete the Java folder in Program Files.
Reboot your computer once all Java components are removed.
Then from your desktop double-click on jre-6u3-windows-i586-p.exe to install the newest version.

10. Practice Safe Surfing with with TrendProtect by Trendmicro.
TrendProtect is a browser plugin that assigns a safety rating to domains listed in your search engine. TrendProtect also adds a new button to your browser's toolbar area. The icon and color of the button changes to indicate whether the page currently open is safe, unsafe, trusted, or unrated, or whether it contains unwanted content.

The following color codes are used by TrendProtect to indicate the safety of each site.

Red for Warning
Yellow for Use Caution
Green for Safe
Grey for Unknown
