I don't think it is a legitimate file, it returns no hits on the common search engines. Without knowing everything that is installed on your system, I cannot make a recommendation. Go to the following site and follow the directions to download and run the analysis tool called HijackThis.
where a certified HijackThis expert can offer advice on how to fix the problem. Note that there are a lot more experts on those forums than there are on the Dell fourms.
