loeunt.dll virus

My laptop got virus called loeunt.dll in C:/WINDOWS location. I can not get rid of it...i even ran the Norton AntiVirus software, which moved to Quarantine and then delete failed.
When i try to delete the 'loeunt.dll', i get the message 'It is being used by another user or program".
Though, i tried to delete the virus by clossing all the applications on my laptop.
 
I need help here.
 
Please help.

Try rebooting your laptop into Safe Mode and running a full system scan with Norton again. You can get to Safe Mode by pressing the "F8" key when you first start your laptop and it should display a Startup Menu. If you get to the Windows XP screen, it went too far and you'll need to restart and try again.

Well, i have ran the Norton AntiVirus in Safe Mode as per your instructions. But the virus still exists.
How could i delete it?
