If you are using a firewall try turning it off and then accessing a webpage. If that works then you need to set a rule to allow Internet Explorer to access the net. If you are not using a firewall (crazy) or turning the firewall off does not work then try to access through "My Computer" or "windows Explorer" by typing in the web address in the address bar including the http:// Also you can try to check/uncheck the option in internet options >> conections >> LAN settings >> "Automatically Detect Settings" Just some ideas.. But for as the windows closing, that sounds like virus/adware problem Oh and System Restore is a known buggy part of Windows so that could be unrelated. If all that fails try using another browser or ping a ip or website to see if the computer is connected at all.
If you have Norton firewall click on personal firewall then click on configure then on the tab click on programs then near the bottom click on program scan it will scan for programs that access the internet.After that you can check all of them or go one by one to give access to the internet.
