I'm not familiar with McAfee Security Center, but the first thing I would try to do is disable its email scanner (it is a totally unnecessary and redundant option that can cause problems like you describe).
Yes I did try this and it didn't help. I think it is odd that I can send and receive using hotmail, but not MS Outlook web Access. Any other suggestions would be appreciated.

Have you mentioned this to the IT people at your work? From what I've read, the problem might well be with their servers.
You also might want to try this, if you are using IE7:
