I can't answer your question Ron, as my Win 7 protected with MSE is configured to auto-update definitions. Today I went to the update site and downloaded the latest update (not the one you cited) manually. It was marked Optional.

So let me ask a different question... :Wink:
I always thought MSE and Windows Defender definition updates were cumulative. But today (7-8-18) WD installed three definitions updates on my Win 10 Inspiron:

KB2267602 (definition 1.271.680.0)
KB2267602 (definition 1.271.682.0)
Two (.645 and .648) were installed on 7-6-18, but only one (.663) on 7-7-18.
Has MS changed from cumulative to sequential?
