need HELP!! Trojan.Nebular virus...

A few weeks ago i detected a virus on my computer called a "Trojan.Nebular". I looked up how to delete it and i found on the internet (before coming across this site) and the sites said to use a virus detection program, then go safe mode, and so on.......I tried Norton, Mcafee, Spybot, Ad-Aware, Trend Micro House Call (or something similar) and all of them are able to find the virus, but not able to delete it.
This virus attempts to download unwanted software, makes my connection slower, slows my computer down, does not open internet explorer windows from time to time, and also does not open a My Computer window from time to time. Recently i found a new virus that i suspect may be connected to the Trojan.Nebular Virus, its called "New Win32" but i dont know what it does because the symptoms are similar.
