no tool bar or icons xp professional

I have lost my tool bar and icons, have tried Adaware; Spybot, Syp Doctor, and various others. I have tried system restore. I can startup in safemode with toolbar and Icons. But from normal I can only access via Task Status (New Task). I can't find my xp disk??? so have not tried repair.

explorer.exe is missing, and does not start!  Do NOT have Sysu.exe in task manager
