Norton Internet Security 2003
Can somebody assist me please.
I have NIS 2003 running on my system. All of a sudden it has stopped blocking "popups".
How can a correct this problem?

I believe you have checked doublechecked and rechecked you settings. You should consult the help menu to see how to restore your default settings since at setup time you are automatically provided with strong system settings.
Other than that, uninstall then reinstall the software and immediately check for the latest updates. and download them.
