During my hunt to try and find answers to my problem I have learned that my terminology is not accurate. So, to clearify...
My Windows XP IS shutting down properly since I get all the way to the message that says, "windows is shutting down" that follows the "saving your settings" message. My computer is simply NOT "Powering Off" after all this. (which also makes it impossible to do a "restart".
Hopefully this will help who ever trys to assist me with my problem.
