No idea what any of this means tried norton mcafee and AVG all say virus was cleaned except one file that cannot be removed but a unbelieveable amount of pop ups keep occuring een whenever I am not visiting a web page of any kind.

I tried that and got a thing that said a malicous program is preventing running this program on your computer.

Perhaps they have changed the name.  Just download it to your desktop and run it from there.

Nice infection you have there.  Looks like the newest rootkit with a few friends.
 
First:
 
Download Unlocker from
 
and Install it.  We will use it later.
 
Download and Save.
F-Secure Blacklight: http://www.f-secure.com/blacklight/try.shtml
 
We need to run it in a special mode so try to save it to C:\. (Local Disk C: under My Computer)  The file is called blbeta.exe.  Start it by Start, Run, c:\blbeta.exe /expert, OK)
leave scan through windows explorer checked,
click > scan then > next,
If any items show have blacklight rename them except for wbemtest.exe"
Do not rename "wbemtest.exe" it's a windows file
The tool will ask if you want to reboot (restart) choose yes.
 
Second:
 
Shutdown and Restart and Boot into Safe Mode by tapping the F8 key when you see
the PC maker's logo.
Keep tapping until it tells you it is going to Safe Mode or you see the Safe
Mode menu. Select the top option. Log in as your usual login or you won't find
the programs you put on the desktop
and some of the entries we want to remove will not appear in HijackTHis.
Run HijackThis and just do a Scan only. Check  then Fix Checked the following:

Third:
Run a new Scan and if you get a line like this one again

Right click on Start and select Explore.  Then in the new window find the Views icon (bottom right of the two toolbars at the top.  Looks like a little window with a down arrow.  Press it and select Details.  Then select Tools, Folder Options, check Use Windows Classic Folders, Apply then View, check Show Hidden Files and Folders, and uncheck the two that start with Hide. (ignore the warning) then say Apply.  Then press Like Current Folder.  OK.
Now locate the Windows\System32 folder (My Computer=>  Local Disk C: => Windows =>System32 and click once on it.  In the right pane will be an alphabetical list of folders and files.  Find lvj4091qe.dll (or what ever your last scan found) and right click on it and select Unlocker and Use it to unlock and delete the file.
 
Boot back into regular mode, run a new HJT log and post it as a reply.

Shut down your antivirus programs and try again.  They aren't doing much good anyway.  If that doesn't help then go one to the next steps.

It said this when I tried to run it by start run
 
Windows cannot find 'c:\blbeta.exe /expert' make sure you typed the name correctly, and then try again. To search for a file, click the start button, and then click search.

ok I got all the way to the last part I couldn't unlock the file because a message came up and said "error debug properties" or something similar to that what now?

Were you able to get Blacklight to run?
 
Run look2me destroyer
 
 
Then see if you can get Unlocker to work.
 
Reboot and post a new HJT log and let's see what we need to do now.
