Scan for spyware/malware/ other stuff. Microsofts antispyware is free and really good with internet browsing malware...another free one is ad-aware from lavasoft.com
You only need to run one scan, but make sure that it is searching for low risk threats, and don't do a smart scan, do a full system scan. what error message do u get?
Does the your browser shut down when you try to get on to download and then give the error, because that is an error referring to memory. Nonetheless, if this is a recent problem you should try doing a system restore.

i finally got it to work. how many scans should i run? when ever i try to download anything in microsoft/windows i get an error page.
