perhaps you ran "Disk Cleanup"... or some analogous tool... that empties the recycle bin?

Or you have it set to delete items immediately? Right click on it, choose Properties to check.

no. everthing is fine.
in fact i just deleted some files the other day and they don't appear in the recycle bin
it's completely blank
 
any suggestions?

Did you get this fixed? I know that SOME files are in the "empty-appearing" recycle bin because when I hit "empty recycle bin" I get "are you sure you want to delete these 65 files?" So they are there, but hidden. "viewing" hidden files doesn't help, changing properties does not help, no MS help file on recycle bins has been helpful, etc. This seems to be a common problem, with no suggested solution.
