I too would like to know the answer to this slow down in requesting a scan when files are opened. It seems that it might be as a result of a Norton's auto update, as all the PCs in our our office slowed down within a day or so of each other (this week).
Note that this workaround is temporary. I used the download version (Intelligent Updater) of the newest virus definitions dated 01/08/04 and the problem went away and did not require the temporary workaround. But some people have reported on various forums that the latest definition files have not fixed the problem. It looks like it is a complex problem involving many different variables, but the temporary workaround descirbed in the Symantec article, above, seems to fix it for everyone.
I ran the automated assistant. This told me that my version of Live Update was old, and I downloaded the new version. Then after Live Update ran (following the install of the new version) it downloaded both definitions and updates to Norton's.
Folowing this update, file opening has returned to normal. Exactly which part of the update solved the problem I don't now.

Further to my earlier posting, I have managed to eliminate the slow virus scan when opening files.
