Startup and DHCP issues.

I'm having issues with an Inspiron 2200. It boots to the login screen fine, but from there it takes about five minutes to finish booting. Desktop shows after 4 minutes-ish and then another minute or so for the icons to show and for the computer to finish booting.

Also, the PC is having trouble getting an IP address. I narrowed this down to a DHCP issue, because if I start the DHCP service manually then I can get an address fine. Also, as far as windows is concerned it keeps saying "Acquiring network address...", but once I start DHCP and do cmd/ipconfig it shows an IP.

Anyone have any thoughts on this?
