Stimon.exe enables a USB still-image device (such as a scanner) to initiate data transfer to a program. For example, if your scanning device has a scan button, it may start a program and begin scanning when you press it. May be required for your USB scanner to work - including all Hewlett Packard scanners and some of their SCSI scanners.
 
So the question now is, do you have a USB-port Scanner connected to your PC?  And in particular, an HP scanner?  If you do, then you'll probably want to keep Stimon around.
 
If you doN'T have a scanner, and want to remove Stimon from loading, you can do so by:
click on START
select RUN
type-in MSCONFIG and hit OK
the System Configuration Utility will pop-up
click on the START UP tab
locate (Still Image Monitor) STIMON.EXE and UNcheck the box in front of it
click OK
 
this will Reboot your system
 
when it restarts, you'll see a message that you're running in Selective Startup mode (or something to that effect).  This is to be expected.  You can just click where it asks you NOT to be notified again.

Macromedia Flash player 7 is one of several programs that assist in displaying (moving) images on your machine.  (Another such program is Java). 
If the e-mail pictures were "written" in Flash, and you don't have it installed, that could be why you're having trouble seeing them, and why you're being requested to install it.
 
The Security Warning is a 'generic' warning that something POTENTIALLY dangerous is trying to download.   Read it carefully.  As long as the download is signed as being from Macromedia, it's safe (and quite useful) to download/install.

Yes, I did have a recently installed scanner. HP scanjet 4070 but when I started having trouble accessing my (free web based) yahoo mail, I started unloading everything new. That scanner is still uninstalled through my install/uninstall program, but STIMON.EXE remains.
 
I'm still not sure what is stalling the picture viewing of my "casual mail provider" but come to think it's an interference of my IE browser. Regardless, I thank you for defining the application of STIMON.EXE.

Thanks again ky, but I still wonder why I can no longer view

A. "STILL PHOTOS" in my (IE browser )email program and

B. Why the Macromedia popup announcement continues repeatedly, even when I click no....repeatedly. If my IE popup blocker (another IE popup blocker by fadsoft.com) is turned on, macromedias background prescence will not let me open the mail pragram. I need to let it popup then click no. But the need to repeatadly do this is frustrating. I feel pushed to dowload this.

Your obviously well informed response to this is much appreciated.

I edited my past 2 responses several times, so you might want to re-read them to make sure you saw the latest version.
 
You can test your PC to see whether or not you have Flash Player (and also Shockwave Player) by going to
That is the official site, and if you don't have one (or both) installed, it will allow you to do so.
Flash is a very tiny download.
Shockwave is several megs, if memory serves me.

Thanks again ky, but I cannot play either "SHOCKWAVE PLAYER" or "FLASH PLAYER" because I do not operate from my primary servers latest version. Too, I have gone back to IE 5.5 because 6 was causing too much trouble.  I understand either of these conditions will hault these programs.

I am going to change servers and start this process over again.  I'm certain I will also need to reinstall IE, since my server claims to be the provider of that program.

 One note. I do have shockwave player shown in my add/remove programs list, but after download, flash player never appeared anywhere.

REVISED NOTE. I now have "Flash Player" installed on my startup list. It did not play during the test, even after booting. but did appear five minutes later. ??
