Do a search in your C drive for stcpm.exe. and it should show you where it is. You'll probably know what it's running by the names of the folders it's in.
In general, I would be careful in granting any unknown program access.
However, if you are associated with UCLA, they have a program by that name (STCPM) that checks to see whether you have all critical Windows Updates installed.
If the file is located in your program files it's probably your UCLA software. If not, and if it's located in windows system or system32, you have the WIN32.RBOT Worm.
