Nothing obvious in your log.  There are two programs I'm not really familiar with but supposedly they are OK.

O4 - HKLM\..\Run: [errorkiller] "C:\Program Files\errorkiller\errorkiller.exe" -boot

O23 - Service: Just Flight Limited License Service - Just Flight Limited - C:\Program Files\Common Files\Just Flight Limited Shared\Service\JustFlightLimitedLicSvc.exe
 
Anyway assuming the above two programs are not the cause then the way to find it is to run msconfig and uncheck everything in the Startup list then reboot.  If that stopped it then it was one of the Startup entries.  Turn half of them on and try again.  If it didn't help then go to the Services tab and check Hide Microsoft services then uncheck everything that was left.  Reboot and see if that fixed it. IF it helped then turn half of them back on.   I think you get the idea.  Eventually you should be able to narrow it down to the program that is so confused that it can't speak English.

Arigato Gozaimashita - 'thanks' in Japanese.  I will do as you suggest and have done some of that in the trouble shooting process so far.  The two entries you cite are know to me and I don't think they are the problem.
