System Crashes

Question

At my work our computer has been acting up for a few weeks now and just recently I found at the following :   My 4700 Dell Crash Analysis Tool identifies NavEx15.sys as an application driver that may cause problems.  Any suggestions?   When I tried to reboot in Windows Safe Mode to disable Norton Antivirus to uninstall then reinstall, it crashed with the exact error.   Error Code 00000051, paramter 1 0000000d, paramter 2 00000001, parameter 3 00000000, parameter 4 00000000   If I cant reboot into safe mode how am I to remove Norton safely?
