Task bar and NotifyAlert.exe

Question

My task bar is gone and I'm having problems with NotifyAlert.exe taking up a huge amount of CPU.  The task bar is not just minimized, because when I put my cursor down there, I do get an error, but no response when I try to bring it up.  I checked the control panels and the task bar is not locked.  I am also having a very high amount of CPU usage by a process called 'NotifyAlert.exe'  I think this is part of the Dell Support background process.  I tried to uninstall this process at Add/Remove, but there was an error with the Windows Installer and the uninstall couldn't be completed.   I spent some time on the phone with Dell support and we did the following:   --Cleaned out cookies, internet files, internet history folders --Ran online Virus scan and ad-aware to remove potential viruses and spyware (no viruses found, 8 spyware found, all removed). --We did something else that I did not fully understand--it seemed to be removing a number of non-essential programs from the boot-up sequence, but I'm not positive (sorry). --Restarted with the 'last working Windows configuration'   None of this restored the task bar or fxed the high usage of CPU by NotifyAlert.exe.   Dell Support suggested that I return the machine to factory settings, which I can still do, but I wanted to see if anyone out there had any other suggestions first.  I have noticed a number of posts about the NotifyAlert process and wondered if anyone who has had this problem found a way to solve it?   Thank you!
