I will confirm that the version listed in your picture, 15.0.0.149 , is indeed a phony --- the only official release of Flash 15.x is 15.0.0.152 .
I tried accessing the fanpop site (in a sandboxed browser), and didn't get any such popup. Of course, between the sandbox and various other security programs I'm running, it's possible that something I use is successfully blocking it.

If this phony Flash is offered only on certain sites you visit, it could be that the infection is attacking the site itself. If so, it's up to the site owner to properly defend/fix it... and all that users can do is avoid the site until the malware is removed.
I don`t think it`s on the websites itself because it spreads and I see it on many websites that people go to all the time yet don`t see it . It`s on download servers , forums , newspapers websites and so on !
