lock 15 is held by internal change session cannot be released

Question

lock 15 is held by internal change session cannot be released    I need help with this, how to release this lock.  When I try symcfg -sid xxxx -lockn 15 release -force  I get this message   Lock 15 is held by an internal change session cannot be released
