Try a CMOS clear: turn off the system, disconnect the battery and hold the power button for 30 sec.
Try the new battery again - if it still causes the same issue and is a Dell OEM battery, chances are there's a damaged power rail -- replace the system board.
If it's a third-party battery, see if the seller will replace it under warranty. You're better off with an OEM than a third party battery, though.

If you remove the battery and use the power adapter, the notebook can be used normally, which proves that the new battery has a problem.
