The first thing you do is run Dell offline diagnostic to check the Battery health. You could do this by following steps below.

1. Power on system, quickly start tapping F12 key continuously until you see Preparing One Time Boot Menu in the right top corner of screen.

2. In Dell Pre-boot menu, select Diagnostic. After quick tests finished, select Primary Battery, and then click Thorough Test Mode. Report back any error code.

If there's no error code on battery then I suspect this problem occurred because of the battery settings. There are power savings or battery saver that prevents 100% charge. This supposedly helps extend battery life. Please check and change battery settings to see if it will make any difference. You could do this step by typing Mobility Center onto the search box to see if the tool is installed on system, see image below):
