You can easily add an SSD to almost any computer. You might need an adapter chassis to allow it to fit in the drive bay of the system. You will need to determine what size HDD is in your system and therefore search for the right sized SSD or adapter chassis. Since the Vostro 15 is a laptop I am assuming you have a 2.5 inch drive...
PCI-E to SSD is NOT an option EVER. You do not have UEFI bios nor do you have X4 PCI-E slot to put such a card in If you still want optical drive you can put that into USB2 enclosure. I do not work for Dell. I too am a user. 11-20-2018 10:19 AM Re: Can I add a SSD to my Dell Vostro 270s? Yes this will work fine...

See below -- but check inside the system before buying; you may need mounting hardware from Dell that's not present in the system.
- One 2.5-inch SATA hard drive
- One M.2 2230/2280 for solid-state drive
- One 2.5-inch hard-drive and one M.2 2230/2280 solid-state drive
The primary drive of your computer varies with the storage configuration. For computers:2.5-inch 5400 rpm, hard drive
SATA
upto 2 TB
M.2 2230 solid-state drive
PCIe NVMe 3x4
upto 1 TB
M.2 2280 solid-state drive
PCIe NVMe 3x4
upto 2 TB
