Dell Vostro 3590 boot menu from DVD, USB

Dear forum users

How to activate the menu to boot from DVD and USB in DELL Vostro 3590?
After turning on the laptop, I press F12 and a message appears:
"Preparing one-time boot menu".
I have Secure Boot disabled.
DELL support does not know what to do.
This is beyond their remit as they wrote to my colleague.

What is on the bootable DVD -- in other words, is it UEFI-bootable?  This system has no legacy mode, so whatever you're booting from must be UEFI-compliant (which many OS installs -- including many pre-configured Linux boot media -- are not).

Thank you very much for your answer.
This is important information.
I already noticed this too, because I downloaded memtest and it booted from UEFI. The earlier version running from the BIOS wouldn't run.
It's interesting that DELL support doesn't know this, that on this laptop there is no possibility to load system from media with MBR.
So I have to create myself a Linux DVD with UEFI boot capability.
