MinGW error 0xc0000279

I bought my new Dell Vostro 5590 less than a week ago. Everything is working fine except that when I use MinGW in command prompt to compile a C program, it shows a dialogue box : "The application was unable to start correctly (0xc0000279). Click OK to close the application." The title of the dialogue box says: "cc1.exe - Application error".

The commands I ran (and did not work):

gcc filename.c

gcc -m32 filename.c -o filename.exe

I looked for this program in various websites and forums and found nobody else experiencing this issue with this error code.  I tried running the program in my old Lenovo Ideapad 310 and it was working perfect.

Some of the things that I tried:

• Uninstalled and reinstalled the program 
• Downloading a new MinGW installer from another site.
• Installing the program in D drive
• Restarting the computer between and after installations
• Updating a pending windows update.
• Updating the pending drivers (because nothing else was working)
• Using CCleaner to clear unwanted registry
• Checking the PATH in system variables

Is there any setting that I need to change? Or a dell security software is blocking the program? 

AS stated before, I found nobody else experiencing this problem so it looks like it is a problem with my device.
