Need help - Vostro 3750 - 0xc000000f Boot Selection Failed

It will not let me start in safe mode. I can get to the BIOS menu or it wants me to boot off Windows CD. I have not installed and other hardware or devices.

After F12 diagnostic at reboot I get a message about Boot Selection failed because a required device is unavailable. Then I get “Windows failed to start” screen with the choices of “Launch Startup Repair or Start Windows Normally.”  (It says restart with Windows 7). Selecting either option gives me the same message I started with “Windows failed to start.”  I have a product key on the laptop from purchase - is there a way to create a startup via flash drive that is compatible? Or is there something else I should be doing? Any thoughts or options are greatly appreciated . Thank you in advance
