Pressing Alt reduce screen brightness
I have Dell Vostro 14 3000.
Each Alt press, reduce screen brightness no matter which application I am running. This behavior was not earlier. I am not sure if this bug was introduced by any patch or accidently hitting some setting to change this shortcut behavior which now reduce screen brightness.
this is annoying. Please suggest any fix for that

You may have inadvertently changed something to make it easy for someone with disabilities.
Look in Ease of Access settings.

I couldn't find anything under Accessibility which altered pressing alt key reduce brightness

Maybe you have a stuck function key.

i think so, this is issue. Now, left side alt key is okay but right hand side is behaving weirdly. (all this with new laptop). I will check for few more days.

It may be that the graphics card driver is not installed or the driver is abnormal, you can reinstall the graphics card driver.

I uninstalled display adapter drive from Device Manager but it didn't fix the issue.
Update January 12, 2021 = System is now working fine. There was no need to re-install OS and other software again. As SATA was replace while OS was installed on SSD.
