You would need to provide several pieces of information in order for an answer:

What model?  Vostro 3510, 7510, etc.?  Some models do support video over USB-C;  others require a docking station or display link adapter.

What type of video does the system have - integrated or discrete?  And how much RAM does the system have?  Vostros range from bare-bones to mid-range.

What do you expect to display on a 4K monitor?  The capabilities of the system bear on that as well - a low-end 3000 series is going to require quite a sense of patience if you plan on feeding a 4K monitor, for instance.  Many of the very low end models cannot output more than FHD at all.

It's a Dell Vostro 5401, has 8 GB RAM

What works best - is it a USB-C to display port or USB-C to HDMI for this purpose, considering that the original setup with the HDMI port of the laptop stays the same (occupied with a regular monitor setup)

Not sure what you mean by integrated or discrete video?

You should be able to use one of the USB-C 3.2 ports for video -- it supports displayport alt mode.  That said, don't expect to be gaming or watching high resolution video using it -- this system is decidedly underpowered where video is concerned.
