UEFI requires a USB flash drive created to be UEFI-bootable.

OK thanks will look it up and give it a go - just ordered some usb2 keys

If you can boot to Windows, use Recovery to restart and enter the bios. Directions-
How to enter the BIOS on a Windows 10 PC | Laptop Mag
However you cannot add accounts there.
Try replacing the coin cell battery to fix error. Service manual Dell Vostro 5590
