0D Error Message

I have problem starting up and shutting down my computer.  It first occurred when shutting down.  Every time I shut down my computer, an 0D or 0E error message appears.  Here is a sample .  I need to reboot my computer, start Windows again, then shut down.

A few days later, I have problem starting up my computer.  After the initial Dell screen, the computer goes into a looong pause.  Windows starts slowly then FREEZES.  For the past 2 weeks, Windows usually starts on my 3rd attempt and each time I shut down, the error message appears.

What do I do?  Do I need to re-install Win 98SE or what?  Please help.
