I've never had the icon in the notification area, but I do know that the first time you reboot after checking or unchecking something in msconfig, a box pops up notifying you that you have chosen selective startup and there is an option to "don't show this again". Perhaps there is the same option if you click on the icon?

Nero has a cleaning tool to rid the system of "all traces".  I'm not sure where it's at on their web site but the site is www.nero.com

Here's the Nero Cleaning Tool:
 
 
I was unsuccessful with a possibly earlier version of this tool after uninstalling several unsuccessful Nero installations. I had been unable to install the Vista compatible Nero. I got this one from Nero by e-mail. I had also removed many (out of hundreds) of the Nero entries from the Registry manually before using the tool. This one worked OK. You will get to a box asking for the folder where Nero is installed. It was no longer installed, so I just cancelled the box and the cleaning proceeded OK. I was then able to install the new Nero.

Yes, the icon in the lower right of my screen.  I guess I can right click it and close it until the next restart, and I rarely restart my computer, I just let it sleep.  There is no message at startup with the option to not display the message anymore in Vista.  I think the tray icon seems to pop up a reminder sometimes unless I close the icon.
 
Thanks for the info on the Nero cleaning tool.  I will try to download it and run it later this evening and see if Nero is still in startup.

Thanks, that gets rid of the annoyances!!  I never would have found that.

Ok, got it, rigth click, go to the option that says run blocked program, then click on the System Configuration Utility, click on the Continue on the UAC window, and then you should get the option that says don't show the message at startup, and then click OK
