activex with windows me

Help!  I can barely do anything on my computer and I don't know what the problem is.  When I click the Start button, nothing happens.  When I click the Internet Explorer button, nothing happens.  When I click the My Computer button, I get an error message that reads:
Your current security settings prohibit running ActiveX controls on this page.  As a result, the page may not display correctly.
 
AfterI click OK on this message, I can use My Computer to manually get to Control Panel->Internet Options.  Then when I go to the Security tab, everything is essentially blank.  There is a section with Security level, but the descriptions next to the bar are missing.  Also, when I change the level (which I'm doing blindly), it doesn't save the change.
 
Is there something I can do to get my computer back?

What happens if you boot to safe mode?  Also have you tried a system restore?

Safe mode works a little better, but still has the same type of problems.  My Computer works, but not much else.  The Start button does nothing, clicking on Excel.exe does nothing.  I can copy files, but I can't paste them.  So I can't move any of my files to another computer.

Hhave you run all the maintenance in safe mode? Cleaned out all the zero byte  ff*.tmp files in c:\windows?

Do all the above and also let me know if you tried a restore point?

Right click on excel short cut, choose proprites and check the"target" does it point to excel.exe?  If you right click on My computer and choose properties does device manager come up? If not, what happens or what do you see?

I deleted all the *.tmp files.  I also used Add/Remove Programs to remove microsoft vgx q833989, internet explorer q896688, outlook express q837009, and a few other updates.  But none of that solved my problems.

To other questions...
I do not have a restore point.

I no longer have an Excel shortcut, so there is not target to check.  Manually clicking on Excel.exe does not open the program.

Yes, when I right-click on My Computer->Properties, the Device Manager is there.

I tried to create a boot disk, but it didn't work.  It only made it through 20% of the process and then froze.  I also have problems when I try to manually copy files to a floppy disk.

I am thinking this is either a shell issue or there may be some spyware or adware or virus on your system. Do you run any software to protect the system from hijacking/spyware etc?
Did your antivirus program, assuming you have one, offer the option of creating a boot disk, if so and you did create one, try booting from it and scan your system.

I gave up and rebuilt the computer with XP.  But before I did that, I transferred the harddrive to another computer and successfully backed up my files.

I think I did have a spyware or a virus issue, although I did have protection with both before my problems.

Anyway, thanks for everyone's help.
